Franklin Winfield Kepley was born near Greencastle, Putman County, Indiana, October 9, 1880, the son of David and Amanda Kepley. He died at the Bob Wilson Memorial hospital in Ulysses on February 3, 1963 at the age of 82 years and 4 months. He was one of eleven children. Of these, five have preceded him in death. In 1888 the family moved to Golden, Grant County, Kansas, where Frank continued to reside until 1917 when he moved to Ulysses where he lived until his death. On October 8, 1906 he was united in Mariage to Barbara May McGillivray. To this union were born four children. A son, Myrton Franklin, preceded him in death a number of years ago. Mr Kepley proved up a government homestead about 13 miles southwest of the present townsite of Ulysses. He was the first fire chief of Ulysses, served on the city council for a number of years, was a member of the school board for 12 years, was field manager of the Grant County Picnic Association, served on the State Highway board, as road patrolman for Grant county, and served as county cemetery sexton. He was a member of the Odd Fellows and Rebekah lodges.
He and his family exerted a great influence in the growth and development of Grant county as they were among the early settlers. It is due largely to the pioneering spirit of his and other pioneer families and the sacrifices they made, that the county has obtained its high state of development. Mr Kepley and family were among the early settlers of Grant county. They experienced many hardships which were common the the early history of the county, but they had great faith and confidence in the future of the county, where they had come so far to make their home. He is survived by his wife, Barbara M, two daughters, Ethyl of Los Angeles, Calif, and Eva of Ulysses, a son, Merle of Ulysses, five grandchildren and eight great grandchildren. Two brothers, Clarence D and Do;ph R, both of Ulysses, three sisters, Lida A Meyer, Tacoma, Washington, Stella McGillivary, Ulysses and Emma O'Dea of Haysville, Kansas and many other relatives and friends. Music at the service was provided by Mrs Robert Gilger, organist, and John King, soloist. Nephews served a pallbearers: they were Jim MCGillivray, Gerald McGillvray, Guy Brollier, Cecil Kepley, Ralph Kepley, Ray Kepley and Edward Kepley. Honorary pallbearers were Ora Byers, Jerry Sullivan, Lawrence Hennigh, Jess Tarbet, R H Joyce, Bob Hampton, C W Hickok, Carl Meyer, Roy Blake, Lester Smyth, R O Cantrell and Earl Steen.
